The reason, it would seem, is that the characters are one dimensional and have no development, the story has no life and Joan, rather than being a controversial, powerful, dynamic figure, is simply a girl everyone apparently can't help but love and admire because she's just too wonderful.
I think this was a case of an author being too in love with his subject, writing a narrator who is even more in love with her and therefore ending up with a rather dull book. though, I didn't actually finish it... i got about half way through.
