Referring to Agenda 21, adopted at the UN Conference on Environment and Development, this training manual outlines the major elements in the establishment of an effective environmental compliance and enforcement programme for industry. It also delineates possible ways of establishing such a programme. At the Conference, it was emphasized that to achieve sustainable development goals, nations must increase environmental requirements. In order to achieve this goal this manual and case studies were formulated. It adopts the "train the trainer" philosophy, to enable officials of environmental agencies to use the manual as a reference in designing programmes and training.

Voluntary codes of conduct can be an important policy tool for improving industry's environmental performance. They can also be an important tool for industry to demonstrate that they are managing their operations in a manner that will enhance economic growth, ensure environmental protection and address social concerns. This is what is now meant by the term "responsible entrepreneurship" - a term originally put forward in Agenda 21. This book has been developed to: provide guidance to industry associations, governments and others on how to develop and use voluntary codes; demonstrate what can be achieved by providing real examples from leading voluntary codes; and identify how voluntary codes can be used as a tool to contribute to sustainable development. The book provides a broad perspective of voluntary codes, discussing what they can and cannot do, stressing the need for government regulations as a necessary adjunct to voluntary agreements. The range of different types of industry codes are described and the ultimate role of companies in implementing them is emphasized.
The book also outlines five critical aspects for making voluntary codes effective in improving industry's environmental performance. These are: commitment; content; collaboration; check; and communicate.

This report on the steel industry addresses the need for a fundamental shift in the industry's approach to meet the goals of sustainable development through cleaner production. It also provides a framework for the transfer of environmentally sound know-how and technology. The report gives and overview of best practices used in the different steelmaking processes to prevent pollution, and reports on pollution control equipment available, explaining how by-products can be efficiently re-processed. Examples are drawn from steel companies worldwide, and used to illustrate what is technically and economically feasible with cleaner production processes. Local and global environmental issues from steelmaking, such as air emissions and soil and groundwater contamination, are examined in detail, while lesser promoted issues such as habitat protection are briefly discussed.
The text also discusses the demand for a systematic approach to management through the use of formalized Environmental Management Systems (EMS), and outlines some of the main elements of regulatory instruments such as obligatory public disclosure of emissions data, agreed environmental impact assessment, cleaner production assessment, life-cycle assessment and environmental reporting.
