Young offenders are often referred to "Intermediate Treatment projects" as an alternative to custody and care, not only for children and adolescents who are already in trouble, but also for those who are at risk of offending. This guide to the theory and practice of intermediate treatment outlines its social and political context and examines case studies of six individual projects. The author considers the role played by government and agencies in influencing policy development and suggests changes for the future.
