This report looks at important experiences in the daily lives of ethnic minority children, in two urban areas where the ethnic minority population is small, but diverse, with populations lower than the national average. The low numbers of minority ethnic families still face some alarming problems. High unemployment, isolation and experiences of racism shape daily life. Young children face racism in various forms, from adults and other children, particularly at school, on the way to school and in other public places. Their home life is often separated off from school and outside life, and they mediate and cross between two worlds. The findings correspond with research in other cities with larger ethnic minority populations; but creating effective responses to the needs of smaller and diverse ethnic minority groups presents a challenge to local authorities and public services. Work needs to begin now, and planning start for the changing populations and needs of the future.
The small and diverse ethnic minority populations of Hull and Scunthorpe are not unique, so this report is useful reading for all public service policy makers and practitioners, particularly local authority managers and other professionals in education, health, social and youth services and voluntary sector agencies. It should also be of interest to all those concerned with children's welfare and development.
