SQL Server Yukon is currently in BETA 1. When the public BETA comes out (est. May 2004) senior and experienced developers will start using it immediately. From that point on, many development shops will perform all new development on the public beta. The database platform is so important to the application that the latest advancements in performance and flexibility are seen as highly valuable for any development project. Existing development projects wont be migrated at this point so the level of risk in investing in a Beta database product is seen as low since problems can be picked up early in the development cycle when they can still make an easy transition back to SQL Server 2000. Also, in general, developer experiences with early releases of SQL Server 2000 were good, so they will have confidence in Yukon (SQL Server 2000 continues to be one of Microsofts highest quality products ever in terms of "out of the door" reliability).
