Drawing on interviews with young people, foster carers and social service practitioners, this work considers how these groups work together to resolve the problems which confront them. It examines young people's concerns about their birth families, for example. It also covers how young people participate in and influence decisions about their care, and the pressure on foster carers to accept emergency placements. The text covers the disruption caused by repeated changes in social workers, young people's knowledge and use of the complaints procedure, and social workers' lack of experience of fostering issues. The report offers recommendations to all those concerned with the training, management and delivery of foster care services, to address the gap in provision, to expand and improve support networks for young people in foster care, and to assist those who work with them.
