The issue was fine. It's part of a major story arc, so we haven't seen the conclusion to everything yet, so it's hard to give a higher rating, as the ending felt incomplete in a way. We did get one shocker at the end, that I was surprised about.

Steve is questioned for murder and sent to a max prison for super-powered people. My biggest issue I have with this arc, is that they didn't really have enough to arrest him. Maybe I missed something but all they had was Steve arguing with Ross in days or weeks before he was dead and he was killed with some object that is shaped like a Shield. There are other people who carry shields.
They had no DNA, fingerprints, or anything tying Steve to the crime scene. It bothered me. I'm probably taking it too serious for a comic book, but that's just how I felt.

The rest of the story went fine. I liked reading Steve's thoughts while he was locked up. I liked Sharon taking charge trying to clear Steve's name. She is great at undercover work and leading a team. I like it, but I think some of the writing could be smoothed out a bit.

I'll read Vol 3, but I think the story of Captain America's legacy is going to be dragged out to the end of the series. So I can't say yet, how I feel about this whole arc of a story.
