I found it an interesting read.

Once upon a time there were four Londons, Black London, Grey London, White London and Red London and people could travel between then, then Black London imploded and in order to stop the others following the routes between were restricted. Kell is one of the people who can travel between, he knows only one other who can, Holland who works for White London. Kell works for Red London, where magic is revered and where he is half-slave, half-family to the ruling family. Grey London has no magic; white London, people fight to control the magic and where abuse of people thought lesser is rife.
