This is a practical guide to financial management which aims to fulfil two objectives. Firstly it aims to explain the role and functions of the financial management to non-financial managers. Secondly, it introduces local government officers generally to some of the new approaches to financial management, which the authors believe will be required if local authorities are to survive in the 1990s. The authors describe various financial management functions and identify and review the reponsibilities of the Chief Financial Officer and the changing needs of service managers, the implications of statutory competitive tendering and the role of information technology. They introduce and explain new concepts such as core finance functions and service level agreements and they consider the benefits and risks of competition for, and decentralization of, financial services.
