Designed principally as a guide for arable farmers, the book sets out to unmask the complexities of the European Community's price support for cereals, oilseeds and other arable crops (excluding potatoes and sugar beet). The book explains how the European Community works, its institutions, decision-making processes and financial structures. It charts the Community debate on surpluses, and discusses options for the future. It then gives detailed descriptions of those parts of the price support arrangements which directly affect arable farmers, such as intervention, the cereals co-responsibility levy, and stabilizers.
