Argues that much of what schools do is exclusionary and that a decreasing number of children have access to "regular" education. The text places the school at the centre of the discussion of inclusion, rather than starting off with the "problems" of the student. The author contends that schools have the choice to include or exclude students. The culture of schools - as mediated through the curriculum, models of teaching and learning, and organizational structures, processes and ethos - may embrace or reject students on the basis of their differences.
