Jay McGraw of Wells Fargo & Company is helping his friend, Detective Fred Casey of the police squad of San Francisco's Chinatown. Their mission is to stem the flow of opium into the city, for which they need the help of a certain Sherlock Holmes.
In the 1880s, a French Foreign Legionnaire escapes from a French penal colony to the U.S. where he becomes the object of a double manhunt. For political reasons the U.S. wants the information he possesses while the French want to silence him.
