Two young people are thrown together in the fight against a deadly conspiracy which they must overcome.
The story begins in the devious mesh of international power politics of 1909. Robert, a young lawyer, is drawn into helping Anna, a recent graduate and suffragette, to discover why her Italian mother, Maria, was murdered. They find that Maria was blackmailed into joining a foreign conspiracy to purchase 'Hermes', a British steam yacht, to transport weapons and a fortune in English gold sovereigns to the Ottoman province of Libya in North Africa, there to provoke a revolt, for which Britain would be wrongly incriminated and condemned.
Robert and Anna consult Hugo, a shadowy figure in British secret intelligence, a world where truth means deception. He encourages them to go to Libya to stop the conspiracy. They go but can't stop 'Hermes' sailing from Liverpool. Hugo then encourages them to intercept and capture ‘Hermes’ in Malaga. They do capture 'Hermes', now loaded with weapons and gold, but have to fight off repeated attacks by the conspirators as they escape across the Mediterranean.
