Examines recent environmental legislation along with the many problems and controversies surrounding the planning and implementing of environmental policies. Presents five case histories of some of these laws and regulations from their inception as federal statutes or regulations, and the experiences of those who would modify them. Through an analysis of more fundamental and philosophical features of the policy-making scene, the authors attempt to rethink environmental legislation and suggest incremental changes to make the laws more feasible without changing the overall environmental package.
