Four years after the Rio Summit, only very limited progress is discernible in the implementation of the recommendations on financial issues contained in Agenda 21. Indeed, in many ways the international economic and political climate seems less favourable to sustainable development today than in 1992. In many developed countries concern over budget deficits, stagnant incomes and persistent unemployment have reduced the level of enthusiasm for international co-operation. The papers collected in this volume provide an overview of the policy approaches which could assist in meeting the objectives which simultaneously promote economic development and long-term social and environmental sustainability.
