America is experiencing a serious problem with urban youth gangs. The US traditional juvenile justice system, designed to deal with lesser infractions of the law, is not meeting this challenge. Today's organized inner-city gangs are large-scale drug operations. They take on a Fortune 500 look, with divisions administering marketing, sales and accounting, and they amass multi-million dollar profits that are invisible and illegal.

This investigation offers a starting point from which we might begin to combat the urban youth gangs in Detroit as well as the many other areas experiencing similar problems. No community - urban, suburban, or rural - has escaped the far-reaching effects of drug-related crime. No one is immune.
