Early years education and care are central to government policy on social exclusion and enhancing educational outcomes. The Early Excellence and Sure Start Initiatives are major national programmes which are driving the development of both centre based work and other early years interventions within small communities.

Managing different styles of education and care in a single institution presents a complex challenge to early years educators, whether the setting is a `one stop shop' or within a community-based programme where education and care are provided on an extended day,or year-round basis. Early years education and care requires a distinctive and specialist model of leadership which builds on a deep understanding of community development.

Leaders in early years settings and programmes have to:

* balance the demands of sustaining excellent practice, setting up new services and meeting new targets

* meet the demands implicit in new ways of working and address the challenge of getting parents on board

* develop partnership with other public private and voluntary organizations and negotiate radically new ways of working

* support staff struggling with the process of change

Margy Whalley's years of expertise at the Pen Green Centre are reflected in this book. It will be essential reading for practitioners involved in Early Excellence and Sure Start programmes and existing nurseries and early years settings in the public, private and voluntary sectors.
