There is a global network of international environmental institutions including the UN Environment Programme, the Global Environment Facility, and the Commission for Sustainable Development, among many others. They have emerged from 30 years of international negotiations, often in an ad hoc way. Despite - or because of - their proliferation, global environmental conditions are deteriorating. This work offers a radical review and diagnosis of the strengths and weaknesses of the network and analyzes the options for effective change. The authors propose major changes and new bodies, including a court that can hold nations and other organizations accountable for the environmental consequences of their actions.
