The problems of youth who drop out of school are well documented and increasingly well publicized. Statistics regarding unemployment, crime, drug use, literacy levels and various neighbourhood conditions point to a human crisis of major proportions. This report examines developing a military youth corps program to provide a life foundation and job training for those who drop out of school.
