Despite the fact that India produces enough foodgrains to sustain its entire population, the inefficiency of the Public Distribution System (PDS) often means that the poor do not have enough to eat. The author of this volume investigates the reasons for this situation and suggests possible remedies. Among the issues discussed are: the problems affecting those states with an inefficient PDS; whether an expanded PDS can stimulate growth in the production of foodgrains; the extent to which the Union Government and the States of India should cooperate; the manner in which a nationwide PDS can create community assets and help support programmes aimed at self-employment.
