A salient feature of the organization of Japanese artillery prior to the outbreak of the present war was the absence of any adequate provision for the control of artillery by higher echelons. Preponderant, indeed almost exclusive, employment of artillery in the role of a forward infantry-support weapon justified, in the minds of Japanese staff officers, the allocation of small artillery units to infantry control, and a disproportionate number of independent artillery units.
