This survey investigates the political and electoral basis for local government, using interviews with more than 1100 electors in November 1985 and reinterviews with over 745 of them after the local elections in May 1986. The issues raised by the book cover the attitudes and habits of the electors such as who intends to vote, who actually votes and whether the electorate support elective local democracy. The author examines the current debate on the powers of elected local governments and even the value of their continued existence, in the light of alleged low turnout and irresponsible voting, through his panel-survey of public attitudes. The book is illustrated with 45 computer-drawn graphics and 90 tables which detail the results of the survey. The book is intended for the interested general reader as well as people in local government and sixth form, undergraduate and postgraduate students.
