This work presents in detail the European Commission proposals to introduce third party access (TPA) into natural gas industries and the response from the European gas companies. Proponents of TPA believe it would allow consumers greater choice and lower prices by introducing gas-to-gas competition into European gas markets; opponents believe it would increase prices, reduce security of supply, delay the introduction of large investment projects, and introduce massive regulatory complexity and bureaucracy.
