With private foreign credit for Eastern Europe drying up, the countries of the region are looking to Western governments to assist their development by providing official guarantees. The author examines the role of the Western agencies and international bodies that could provide these guarantees. He argues that official export credits may actually have an adverse impact on intra-regional trade.
