The principal characters are Maxim Kammerer and Toivo Glumov, both working for an organization which investigates "Unexplained Events" (UEs). Their investigation of a series of events leads them to believe that they are witnesses to a new action by some supecivilization of Wanderers on Earth.
But after much investigation, they discovered that it was not Wanderes, but a secret group of superhumans called the Ludens. The Ludens are born human, but possess latent powers far beyond those of normal humans. They view themselves as a distinct race, and claim to have "different interests" from humanity at large, in some instances claiming to be above traditional human morality. The Ludens my means of special secret methods look for the humans who have the capacity to become a Luden.
All of a sudden, the Ludens discover that Toivo Glumov himself is a carrier of the "third impulse system" required to transform a human into a Luden, and Glumov must decide whether or not to join their race...
