European labour markets and social systems are increasingly threatended by the globalizaion of world markets. The major concern is migration: actual labour mobility from outside the European Union; virtual immigration (via the internet, imporeted goods or capital out-migration); and refugee migrations. With high unemployment rates, the efficiency, equity and political economy implications are serious. This report discusses the sources of these problems in a European context.
