When George Stephens, an office clerk from London, is found dead beside a quiet road on Dartmoor shortly after arriving in Devon, at first it looks like a tragic accident. But in the summer of 1913, relations between England and Germany are increasingly uncertain, and his widowed mother claims that he is the son of the Kaiser. His colleagues and sister Charlotte -- who is married to an ambitious Government minister -- find it impossible to believe. Yet when the press become interested, the police begin to investigate, two German officers staying in a nearby farm house suddenly depart, and the farm owner returns, only to be murdered on his doorstep. These events must surely be connected...?
