The crime rate in St. Augustine has increased to unacceptably high levels and Rae decides to investigate by launching a media campaign to find out who the public think is responsible, but then she receives a phone call from a man who says he's the person who's going to kill her. When an investigative journalist's fifteen year-old daughter - Grace - comes to see Tom and tells him that she doesn't believe her father would be so selfish as to take his own life in a hotel room and leave her all alone, he decides to take on the case. His eldest daughter Sara flies from Grand Junction in Colorado for a visit, but on the way back from picking her up from the airport, she is abducted. He then receives a phone call offering to return Sara for photographs he knows nothing about. His younger daughter - Misty - is being sold for sex by men in a motel in Kentucky, so he employs a team of ex-military mercenaries to rescue her.
