The Vienna talks on conventional forces in Europe could prove to be the end game of the Cold War. Viewing the talks from the perspectives of each of the major participants, this study aims to make clear the vital stake which the United States and NATO brings to the negotiating table. Utilizing a computer wargame developed initially for the US Department of Defense, the authors demonstrate the impact of alternative types of agreements on NATO's ability to defend itself without resorting to nuclear weapons. In a presentation that will satisfy military experts, diplomats, and concerned citizens alike, the authors outline the potential pitfalls and benefits of the negotiations, and argue convincingly that the West should seize this opportunity to achieve its long-standing goals. Dr Blechman served as assistant director of the US Arms Control and Disarmament Agency from 1977 to 1980, and directed the Defense Analysis Program at the Brookings Institute prior to that.
