This text has two main goals. One is to provide a long-term, comprehensive analysis of the dynamics and the constraints behind the Europeanization of refugee policies. The other is to highlight the institutional and normative environment in which these changes take place. European co-operation in refugee policies since the early 1980s is investigated from a multi-level perspective and developments at EU level are analyzed against a background of asylum policies in Germany and France, and developments in the international refugee regime.
