This book reviews the experience of decentralized planning in Karnataka from the perspective of micro-level planning. After an account of theoretical and methodological issues, the author examines the institutional structure of decentralized governance in terms of its relevance to planning and implementation of projects at sub-regional levels. The functioning of local institutional structures is discussed in relation to peopleā€²s participation, evolution of priority structures and implementation of projects, specifically those aimed at poverty alleviation. Gaps in the planning process, particularly those relating to bottom-up linkages, financial adequacy and autonomy are also highlighted.
