Policy makers have recently displayed considerable interest in Local Exchange Trading Schemes (LETS) as potential bridges into work for unemployed people. This report provides a comprehensive evaluation of the effectiveness of these schemes. To enable evidence-based policy making, the report evaluates whether LETS are effective as bridges into employment and self-employment, and also whether they are effective at building reciprocal exchange networks. "Bridges into work": feeds into evidence-based policy making by identifying the ways in which LETS build bridges into work for unemployed people; advocates the recognition and valuing of work beyond "employment"; and identifies the barriers to participation in LETS and how these can be overcome. This report should be read by all those in third sector agencies and local government who are interested in LETS development.
