Systematic and extensive reform of the construction training system is needed to escape the unpredictable skills, low productivity and low wages trap of the British construction industry today. This report addresses the current problems in construction training and, from the standpoint of a comprehensive and in-depth investigation of present provision, conducted in part for the Construction Industry Board's strategic training review, proposes a detailed "blueprint" for reform.
