During the Cold War era, Koreas security agenda was defined largely by superpower rivalry. The goal of U.S. strategy, as reflected in the Truman Doctrine, was to stem the tide of communist expansionism and contain Soviet power within the USSRs existing borders. Korea was cast as a crucial buffer and fulcrum in the balance of power among the major powers surrounding the peninsula, and North Koreas invasion in 1950 of its southern neighbor was seen as a key test of containment policy.
