National security doctrines are meaningless without the institutional capabilities to put them into practice, and in the face of continuing combat operations in Iraq and Afghanistan, the gap between strategic goals and operational reality has seldom loomed larger for the United States Armed Forces. As the Pentagon prepares its 2005 Quadrennial Defense Review, Thomas Donnelly, AEI resident fellow in defense and security policy studies, examines how the United States military--three years after the September 11 attacks--must transform to meet the challenges of our new strategic environment. Among the challenges Donnelly explores are the U.S. military's preparedness to prosecute small wars and counterinsurgencies, the balance of power in East Asia, the progress and prospects of defense transformation, future worldwide basing and force posture requirements, and force size and force structure needs.
