The early 1980s have shown that the realistic demands of a strong military posture substantially exceed the resources which Western publics are willing to devote in their national security. The second half of the 1980s may be remembered as a period in which the West was forced to reconsider its basic goals and objectives and the mechanisms by which individual Western countries contribute to those goals.
