In many housing organizations housing management has been practised in a paternal and complacent fashion. There have been pockets of innovation and an awareness of the desires and needs of tenants, but it is the present government's legislation which is speeding the forces of change. Housing professionals in local authorities and housing associations are becoming increasingly aware of the necessity for changes in approach and the need to manage such change. Managements who do not respond will pay the price in loss of tenant loyalty, funding and staff demoralisation.
