Philip E. Coyle, III, former Associate Director for National Security and International Affairs in the White House Office of Science and Technology Policy, has also served as Commissioner on the the 2005 Base Realignment and Closure Commission, and as Assistant Secretary of Defense for Test and Evaluation, is a Senior Science Fellow at the Center for Arms Control and Nonproliferation, a Washington D.C.-based national security study center. Mr. Coyle is a recognized expert on U.S. and worldwide military research, development and testing, on operational military matters, and on national security policy and defense spending.
