Charles "Chuck" Montgomery has devoted the majority of his adult life to being a career correctional practitioner. Corrections has always been more than a vocation to him. In essence, it became more of a "calling" than just a job. Mr. Montgomery has been actively involved in federal, state, and commonwealth corrections for more than half a century. During that time, he held several progressively responsible positions from Line Staff Correctional Officer to Warden at the institution level and Branch Chief and Division Manager at the central office level. He also served as the Director of Institution Operations for twenty-eight facilities housing more than ten thousand pretrial detainees and sentenced prisoners in the Commonwealth of Puerto Rico. He has experience in virtually every type of penal facility from community corrections to maximum security as well as long- and short-term detention and death row. Over the years, Mr. Montgomery has served as an expert witness and/or "friend of the court" in a number of significant court cases. He has provided technical assistance to a number of states as well as the Commonwealth of Puerto Rico and other countries as a consultant, through the auspices of the National Institute of Corrections, the ACLU, the National Prison Project, the National Academy of Corrections, and throughout his tenure with the Federal Prison System.
