Reed Scowen was a three-term member of the Quebec legislature, economic adviser to former Quebec premier Robert Bourassa, and Delegate General for Quebec in London, New York, and Washington. President of an economic consulting firm based in Montreal, he is also the author of A Different Vision: The English in Quebec in the 1990s.
