Paul Callaghan holds a Ph.D. in Marine Resource Economics and is a Professor Emeritus at the University of Guam, where he taught for thirty years. He is also Chair Emeritus of the Scientific and Statistical Committee of the Western Pacific Regional Fishery Management Council, a semi-autonomous federal agency that manages ocean fisheries in the 200-mile exclusive economic zones surrounding American-administered Pacific islands. He was for a time Director of Commerce for the Territory of Guam and has represented Guam and other Pacific island governments at numerous domestic and international assemblies.
