Mr. Carter was a law librarian with the New York State Library in Albany for thirty years. The day after his retirement in January of 2003 he went to the National Museum of Racing and Hall of Fame as the assistant to the historian. When the historian retired one year later he took over the position, and has been there ever since. In 2013 he and Mike Kane coauthored 150 Years of Racing in Saratoga: Little-Known Stories and Facts From America's Most Historic Racing City.
