John Halligan is Emeritus Professor of Public Administration and Governance at the Institute for Governance and Policy Analysis, University of Canberra. John publishes on comparative public management, policy and governance, including public sector reform, performance management and political-bureaucratic relationships. He specialises in the Anglophone countries of Australia, Canada, New Zealand and the United Kingdom.
