The city of Mercali is a hotbed of gang violence and political corruption. After bloody upheaval six years earlier, the city was divided into five distinct territories, each held by a powerful leader -- except the Zone, which, through blackmail, theft and electronic warfare, ended up in the hands of thirteen-year-old Henry Sojer. Now nineteen, Sojer is under no illusions: He maintains his grip on the core of the city because the Zone has little to offer the other leaders financially.
