The debate on the future of Europe is crystallizing. When analyzing what future lies ahead, it is no longer appropriate to separate western Europe from eastern Europe, one issue-area from another issue-area, and one institutional framework from another. Europe, while displaying a wide variety of cultural and social characteristics, shows a high degree of interdependence in terms of the economy, migration and security. However difficult, it is increasingly necessary to combine these conceptually different issues which are all part of the process which is shaping future co-operation and integration in Europe. This "Discussion Paper" is a contribution to the debate on the future shape of Europe. It takes as a starting point four issue areas - trade, money, security and migration - which are the basic components in the process of setting up viable structures of co-operation and integration. Rather than mapping out possible institutional frameworks, the paper evaluates the potential of existing patterns of co-operation to develop further into fruitful partnerships.
It aims to stimulate discussion as well as encourage new thinking on a set of questions to which it is necessary to find inventive solutions.
