Tiberius sends Lucius Gracchus Valerius, to the East to rally the people, especially in the troublesome region of Judea. The support of Pontius Pilate, the Procurator and a friend of Sejanus, must be secured. He, however, has his own problems: a new preacher has appeared - Jesus, whose message and followers are unsettling the Jewish establishment.
