This report, based on a two-year study of the UK renovation grant system, examines the present housing renewal policy crisis. It explores options that the UK government and local authorities could follow in order to secure the repair and improvement of older, privately-owned houses. The study also examines the pattern of grant provision over the last two decades, assessing the long-term impact of grant aid in the condition of older properties. The report calls for an urgent reassessment of the objectives of public investment in older private housing, and suggests that policies which encourage private investment are essential if a more sustainable solution to ongoing renewal needs is to be found.
