This report evaluates an Estate Action programme on an unpopular council housing estate in York. It focuses on the perceptions and involvement of residents during the process resulting in resident satisfaction rising from 57% in 1989 to 86% in 1994. According to the authors, a vital ingredient in this transformation has been the creation of a unique multi-agency agreement, which could form a model for the regeneration of other estates across the country.
