How much success are they having in changing the policy and practice of local authorities and other key agencies? To what extent is their work being frustrated by the national policy environment? These are among the key questions addressed in this report. It also draws out the housing implications of the recent changes in asylum law and puts forward a series of recommendations for community-based refugee groups and for statutory agencies.
