The constitutional system of the United States is one of shared powers and checks and balances. This volume of essays, the first in the series, approaches the study of the presidency as seen from the perspective of the Congress and the Judiciary; in other words,from the perspective of governance. On the one hand, these studies should lead to a deeper understanding of 'the presidency in action,' bringing presidential studies into the real world of shared powers. On the other hand, this approach permits us to begin to look at the role of the other branches making up the constitutional system as they interrelate and influence the presidency. The contributors to the book are former Supreme Court Justices and senior Congressmen and Senators, such as long time chairman of the House Ways and Means Committee, Richard Bolling, and the highly respected Justice Lewis Powell.
